上网档案信息数字化的关键内容是档案全文数字化,只有将档案全文信息公布网上,才能真正发挥档案信息网络的现实功能,构建现代意义上的数字档案馆,使档案用户在足不出户的情况下借助网络查阅档案,获取档案信息。 目前,档案全文上网仅停留在实验阶段,离实际应用尚有一段距离。图书情报界在这方面进展较快,若干全国性的数字化图书馆试验项目和全国“数字图书馆系统工程”、“CNKI工程”的实施,将图书情报的全文数字化由试验逐步推向应用,大批图书资料正通过数字化工厂完成数字化工作。档案全文的数字化,完全可以而且应当充分借鉴国际国内图书情报界在这方面已取得的经验,利用其成果和规范。以下就档案全文数字化方案及其全文库的建立作一初步探讨。
