加强和改进党的作风建设,关键在于落实好六中全会《决定》。市委八届八次会议讨论并通过了《中共北京市委关于贯彻<中共中央关于加强和改进党的作风建设的决定>的意见》,这个《贯彻意见》是在调查研究、征求意见、反复讨论修改的基础上形成的,力求完整准确地体现六中全会的精神,体现首都的实际和特点,体现一定的针对性和可操作性。要实施好市委的《贯彻意见》,进一步加强党风建设,必须抓好五个环节:
