分析了当前制约我国政府行业信息化建设进程的关键因素在于“缺乏一个在对业务战略和流程进行充分分析和理解的基础上,进行信息化顶层设计的架构”;介绍了美国联邦政府组织架构FEA2和英国电子政务的e—GIF两种成功的架构模式;并提出了我国应“明确一个权威的官方机构主导建设”、“构建我们自己的顶层设计架构”、“建立详细且可操作的表层业务准入及评价体系”及“通过成功的实施体现应用支撑平台的核心价值”来规划我国的政府行业信息化整合之路。
