改革开放以来,随着国家和社会关系的调整和市场经济改革向深层次发展,我国公民社会逐步崛起,这对各级地方政府治理是挑战更是机遇。我国传统的地方治理存在着行政成本高、效果差、政府管理手段落后等弊端,难以适应公民社会与和谐社会建设的要求,对此地方政府应顺利公民社会发展的要求,树立政府主导——社会合作的治理理念,改进公共管理方式,实现地方治理的转型。
Since the reform and opening up, with the adjustment of the state and social relations and the deep development of the market economy reform, the civil society in our country has gradually risen.
