以网络信息采集划分的用户上传信息采集、与第三方机构合作信息采集、运营商独立信息采集3种形式为基础,把D.Hillson风险管理理论引入到网络信息资源风险识别领域,采用WBS-RBS耦合矩阵分析法,构造信息采集WBS,并依据侵权风险的种类构建著作权风险RBS。最后使用WBS-RBS方法对网络信息采集过程中的著作权侵权风险点进行识别,并用风险分类矩阵RBM进行风险点的量化、排序、比较、归类,科学准确地分析出网络信息采集著作权风险的特征。
This paper introduces D.Hillson risk management theory into the network information resource risk identification based on the collection of user upload information collected by network information collection, cooperation information collection with third-party agencies and independent information collection by operators. WBS-RBS Coupled matrix analysis method to construct information collection WBS and construct copyright risk RBS based on the types of infringement risk. Finally, WBS-RBS method is used to identify the risk points of copyright infringement in the process of network information collection, and the risk points are quantified, sorted, compared and classified by using risk classification matrix RBM, and the characteristics of copyright risk of network information acquisition are analyzed scientifically and accurately .
