信访制度作为一项具有中国特色的制度设计,契合了中国传统法律文化,适应了中国社会转型期化解社会矛盾的现实要求,在现代社会治理中发挥了重要作用。但是,当前信访制度存在的问题也不容忽视。本文认为,对接新常态的要求,信访工作要进一步注重规范,兴规矩之风,要进一步开拓创新;造奋进之势,要进一步精准施策;显实干之效,要进一步动真碰硬,强担当之力。
As a system design with Chinese characteristics, the letter and visit system is in line with the traditional Chinese legal culture and meets the practical requirements of resolving social conflicts during the social transformation in China. It has played an important role in modern social governance. However, the problems existing in the current petition system can not be ignored. This paper argues that the requirements of docking the new normal, letters and visits should pay more attention to norms, rules of morals, further exploration and innovation; make progress, we must further precise and effective measures; Power.
