中共中央、国务院和全国人大常委会《关于加强社会治安综合治理的决定》今年正式颁布十周年。十年树木,中国社会治安综合治理工作成就斐然,世人瞩目;十年一剑,中国社会治安综合治理成果硕果累累,大上台阶。社会治安综合治理正在从经验走向理论,实现社会治安综合治理的科学化;从模糊走向明确,实现社会治安综合治理的具体化;从简单组合走向有机结构,实现社会治安综合治理的系统化;从一时一事走向长效机制,实现社会治安综合治理的制度化;从适应产品经济走向适应商品经济,实现社会治安综合治理的市场化;从传统防控走向新型防控,实现社会治安综合治理的现代化。为了纪念《关于加强社会治安综合治理的决定》颁布十周年,进一步做好社会治安综合治理工作,本刊特邀国内部分专家、学者进行笔谈,本刊今后还将继续刊载有关社会治安综合治理的理论研究文章,请犯罪学、社会学、心理学、法学等学科的学者与公、检、法、司等实际部门的专家赐稿。
The CPC Central Committee, the State Council and the NPC Standing Committee’s “Decision on Strengthening the Comprehensive Administration of Public Security” was officially promulgated this year. In the past ten years, the achievements of the comprehensive management of social security in China have made remarkable achievements and attracted worldwide attention. With the sword of the past decade, the achievements made in the comprehensive management of social order in China have achieved fruitful results and reached a new stage. The comprehensive management of social security is moving from experience to theory to achieve the scientificization of comprehensive management of social order; from the obscurity to the explicit realization of the concrete embodiment of the comprehensive management of public order and security; and from the simple combination to the organic structure, and to the systematization of the comprehensive management of public order and security. From time to time to move toward long-term mechanism to institutionalize the comprehensive management of social order; from adapting to the product economy to adapt to the commodity economy, to achieve a comprehensive management of social security marketization; from the traditional prevention and control to a new type of prevention and control to achieve the modernization of social security modernization . In order to commemorate the tenth anniversary of the promulgation of the “Decision on Strengthening the Comprehensive Management of Public Security,” and further improve the comprehensive management of public security, this magazine invited some domestic experts and scholars to write a written discussion.
