河北省现有4980万人口,其中农村人口占83.9%;现有农村乡级卫生院(所)3208所,占现有医疗卫生机构总数的65.63%,它直接担负着全省83.9%的农村人口的医疗防疫保健工作。因此,开展农村卫生经费,卫生技术人力、装备和房屋等卫生院现状的调查研究,剖析问题,商讨走出困境的对策,这对今后更合理地分配和使用卫生资源,制定农村卫生事业发展规划,为农民提供更多更好的医疗保健服务都很有益处。它对巩固完善农村三级医疗卫生网和实现“2000年人人享有卫生保健”的战略目标也有重要的意义。近几年来,由于财政体制和认识上的原因,乡卫生院发展速度较慢,
