文章提出“开放存取”(OA)发展战略的政策研究和制定是我国国家信息化战略的组成部分,制定和实施我国开放存取战略政策具有必要性和可行性,并在借鉴和总结前人研究成果的基础上对制定我国开放存取发展战略政策的模式与理论架构进行了探讨。
The article points out that the policy research and formulation of “OA” development strategy is an integral part of China’s national informatization strategy. It is necessary and feasible to formulate and implement China’s OA strategy and policy. On the basis of previous research results, this paper discussed the mode and theoretical framework for the formulation of China’s OPA policy.
