伊春市铁力林业局启动天然林保护工程的工作方针是:保护利用好资源,保证职工就业,保证天保资金封闭运行,加强营林基础,加大森林管护力度,加快经济发展,调整产业结构和管理机构,打开产品市场。在实施天保工程中特别要妥善处理分流与稳定的关系,逐步做到安置水平与职工生活水平双提高,以再创业推进再就业。拓宽安置渠道,制定扶持政策,为下岗再就业创造宽松环境,建立再就业服务体系,减轻下岗人员的社会承载。在发展林区经济的过程中,要调整和完善所有制结构,培育经济共同发展的格局;要调整产业产品结构,培育新的支柱产业;要妥善处理结构推进与稳步实施的关系,确保天保工程与深化国企改革同步进行。
