2003年,中国邮政“断奶”,这一天终于到来。 1998年电信改革提速,邮电分营,从此中国邮政告別了“电补邮”的时代,邮政亏损突显,当年亏损169亿元,为了补偿普遍服务带来的亏损 ,财政部制定了一个“8531”计划,其主要内容是从1999年到2002年分4年补偿170亿元。那么,2003年以后怎么办?几乎所有的邮政人对于“续奶”都表现出强烈的渴望,该不该续?怎么续?至今尚无定论。然而由“续奶”话题引发出的政企要不要分?怎么分?什么时候分?由此,邮政被列为国务院今年改革的重点对象,机构改革方案即将出台。作为提供普遍服务的公众企业,作为中国最大的政企不分的部门怎么改?成为各方关注的焦点。面对DHL、UPS、联邦快递等中外强手的围攻,面对自己集邮储,保险、物流、普遍服务于一身的暧昧身份,邮政能否分离市场化业务并真正转型? 其实,从去年6月邮政航空公司与南方航空公司签约到今年1月中国物流总公司挂牌,再到即将挂牌的与法国签约的邮政保险公司,在中国邮政改革的序幕拉开之前,他们的行动已经暗示:中国邮政普遍服务以外的业务公司化,股份化已是趋势。
