实现企业离退休人员管理和服务的社会化,既是完善社会保障体系建设的重要内容,也是主要目标之一。为早日开展企业离退休人员的社会化管理服务工作,大田县从今年4月份起在城区开展企业离退休人员社会化管理试点工作。步骤与内容主要步骤:第一步,先开展试点,托管范围为已参加养老和医疗保险的全县已改制国有企业的离退休人员、内退人员、职业病人员、二等乙级伤残军人;第二步,托管范围扩大到国有未改制企业和集体企业;第三步,待条件成熟后,托管范围再扩大到全县所有企业的离退休人员、内退人员、职业病人员及二等乙级伤残军人。内容是:(一)通过银行(邮局)发放基本养老金及非统筹部份的待遇;(二)发放国有改制企业内退人员的生活费,代理其各项社会保险关系,并在达到退休年龄时为其办理退休手续;(三)协助办理基本医疗保险等手续;(四)对离退休人员中的孤寡、残疾、特困、高龄、长病等日常起居、生活困难的,发动居委会各个组织对他们进行帮扶,提供优惠服务;(五)组织政治学习和力所能及地开展各种有益身心健康的公益性活动。

The contents are as follows: (1) Disbursement of basic pensions and non-co-ordinated part-time treatment through banks (post offices); (2) Dispensing of living expenses of retired staff in state-owned reorganized enterprises and their social insurance relationships and, at the retirement age (3) To assist with the formalities such as basic medical insurance; (4) To launch the daily living and living difficulties for the retired staff, such as widowed or widowed children, the disabled, the destitute, the senior citizens or the long-term illness, and so on, and launch various organizations in the neighborhood committees to carry out their formalities; Help and provide preferential services; (5) organize political study and carry out all kinds of non-profit activities that are beneficial to physical and mental health within their means.
