文本在总结海绵城市建设的各项要求,以及《海绵城市建设技术指南》中城市总体规划阶段中关于海绵城市建设主要内容表述的基础上,结合《中华人民共和国城乡规划法》对城市总体规划内容的要求,通过分析筛选,明确了城市总体规划阶段海绵城市建设的主要任务和内容。为保证内容的科学性、合理性和可操作性,从规划目标与原则、生态格局优化、用地布局优化、海绵城市建设管理、专项规划的衔接与落实等方面,提出了具体的技术要点,结合案例演示了具体做法。本文在海绵城市建设和城市总体规划如何衔接,如何有效地落实海绵城市规划理念和技术等方面做了有益的探索。
On the basis of summarizing the requirements of sponge city construction and the main content of sponge city construction in the city master planning stage in “Technical Guidelines for Sponge City Construction”, combining the urban and rural planning law of the People’s Republic of China, Through the analysis and screening, the main tasks and contents of sponge city construction in the overall urban planning stage have been clarified. In order to ensure the scientificity, rationality and operability of the content, concrete technical points are put forward in terms of planning objectives and principles, optimization of ecological layout, optimization of land use layout, construction and management of sponge city and special planning, etc. Case demonstrates the specific approach. In this paper, sponge city construction and urban master plan how to convergence, how to effectively implement the sponge city planning concepts and techniques have made useful exploration.
