一、机制进社区,创新制度“启动”推进社区治安综合治理,首先要创新体制、机制和工作思路,构建以派出所为基础,110为纽带,责任区民警、刑警、巡警、交警为骨干,出城哨卡、治安岗亭、社区警务室为点,群防群治力量为依托,各警种和联防队伍总体联动的打、防、控一体化的立体社区治安防控体系。我们将这一创新机制定名为“社区防控警务制”,它包括“四级管理、五警联动、六道防线”等内容,简称为“四五六”。“四级管理”:
