1945年8月,旅顺解放。根据《中苏友好同盟条约》规定,苏军对旅顺实行军事管制,中国共产党地方组织暂时不能对外公开进行工作。1945年10月,中共旅顺市工作委员会成立。同年11月25日,旅顺市政府召开成立大会。为了维护社会秩序,积极发展生产,共同建设和巩固胜利成果,在旅顺市工作委员会和旅顺市政府的领导下,“职联会”“农联会”“青联会”“妇联”“工商联”“教联”等群众团体相继成立,积极开展工作,使人民群众紧密地团结在党的周围,为党组织在1949年的公开奠定了坚实的基础。
