In 1994, the Baden-Wuerttemberg police accidentally found a plutonium sample after searching the home of a known criminal. Analyzed by the European Institute of Transuranic Elements (ITU) in Karlsruhe, this is purely a mixture of alloys used to make “atomic bombs”. Unfortunately, this is not an isolated incident. In the IAEA’s database, there are other cases of illicit trafficking of nuclear or other radioactive material (see box: Illicit trafficking of nuclear and radioactive material). In addition to fears of traditional nuclear proliferation, members of the public are also concerned about possible terrorist attacks using nuclear or radioactive dispersal devices (RDDs) after the September 11 incident. So far, seized nuclear material
