新野县沙堰镇秦堰村现有3122人,分居4个自然村,13个村民小组。由于历史的原因,秦堰村成了农村工作的“老大难”村。特别是该村的赵堰自然村,6个组有4个组缺干部,1600多名群众从1995年开始长期不缴提留,不售征购粮,赌博、盗窃、破坏耕地、上访闹事现象时有发生。截止1998年底,该村已累计拖欠集体提留款42.6万元,破坏耕地200多亩,各项工作基本上处于瘫痪状态。针对这种情况,去年,沙堰镇党委把该村列为第六批农村基层组织整顿重点对象,成立了以镇纪委书记为组长,政法办、司法所、派出所、城建、土地、信访等11个部门负责人为成员的依法整顿工作领导小组,驻村开展工作。其主要做法是:一、认真做好宣传发动和思想
