1983年,中共中央[1983]37号文件提出了“四级办广播、四级办电视”的方针,县级电视在浙江获得了快速的发展。针对县级台发展中滥播乱放的现象,浙江省提出的统一供片政策得到了广播电影电视部的批准。针对县级台发展中的散滥问题,浙江省积极建言献策,许多意见被中共中央办公厅、国务院办公厅下发的《关于加强新闻出版广播电视业管理的通知》所采纳。浙江省县级电视台的巨变,一靠党的政策,二靠高新技术的发展,三靠广大广电人的艰苦奋斗与顽强拼搏,但是最重要的还是党的政策。
