《水利产业政策》已由国务院颁布施行。这是我国第一部有关基础产业的重要政策,是国家宏观指导水利产业经济运行的基本准则。它的颁行标志着我国水利将走上产业化管理的轨道,对水利改革与发展具有重大而深远的意义。本文介绍了《水利产业政策》的编制经过、立论基础及其主体内容,并就实施中应做好的有关工作谈了一些看法。
The “Water Industry Policy” has been promulgated and implemented by the State Council. This is the first important policy on basic industries in our country and the basic guideline for the macroeconomic guidance of the economic operation of the water conservancy industry. Its promulgation marks that our country’s water conservancy will embark on the track of industrialization management and has great and far-reaching significance for water conservancy reform and development. This paper introduces the compilation of “Water Resources Industry Policy”, the foundation of its argument and its main contents, and makes some comments on the relevant work that should be done in its implementation.
