为了提高港口对船公司服务的公平性,研究考虑不同船公司利益均衡的动态离散泊位分配问题。综合考虑船舶在港的装卸时间、港口内泊位的可用时间、船舶的服务总成本以及任意两家船公司之间的利益均衡,提出一种离散型泊位分配的混合整数规划模型。通过仿真研究从不同角度对船公司的利益进行均衡分析,结果发现在不同的均衡度下,船公司总成本随着利益均衡度的递增而下降,降至最低成本后保持不变;而在不同角度下的整体变化趋势一致。
In order to improve the fairness of service to the shipping companies in the port, the dynamic distribution of discrete berths considering the interests of different shipping companies is studied. Considering the loading and unloading time of the ship in port, the available time of the berth in the port, the total service cost of the ship and the balance of interests between any two shipping companies, a hybrid integer programming model of discrete berth allocation is proposed. Through the simulation study, the equilibrium analysis of the interests of shipping companies from different angles shows that under different equilibriums, the total cost of shipping companies declines with the increasing balance of interests and remains the same after the minimum cost is reached.
