2015年11月,国务院出台了《关于积极发挥新消费引领作用加快培育形成新供给新动力的指导意见》,提出新消费概念,要求积极发挥新消费的引领作用。如今,随着信息技术的发展、互联网的普及、城乡人民收入水平的提高、消费观念的变化,人们在满足基本生存消费的同时,更加注重发展型、体验式、娱乐型、个性化、便捷性和绿色的消费需求。当前我国经济进入新常态,与投资和出口逐渐呈现“乏力”态势相比,消费表现出了强劲的活力,城乡居民消费结构正在由生存型向发展型、由物质型向服务型、由传统型向新型消费升级,并且这一趋势越来越明显、速度越来越快,其中,以互联网消费为特征的新消费发展迅猛,互联网消费正成为推动我国经济发展的新动能。
