五、责任和义务 15.政府部门 目前在我国,政府部门是信息资源的主要拥有者和最大用户。同时,由于其具有行政管理职能,而将在信息化进程中起关键作用。政府部门要继续建设和完善自己的管理信息系统,还要克服部门之间各自分立、信息交叉重复采集、信息不能合理共享等问题。政府信息资源共享不能基于市场机制,只能由法制规范。建立和完善政府各部门之间信息共享的法规和制度十分迫切。要积极联合,统筹规划,建立跨部门的政府信息系统。政府要积极支持信息资源网的建设,并且要面向社会为企业和公众提供信息服务。 16.企业 企业是微观经济信息的主要提供者,也是商用信息的主要需求者。企业要开发利用好企业内部信息资源,如实向社会馈出信息。要积极配合政府部门开发利用市场信息,加快信息市场体系建设。企业所需的商用信息是当前信息资源开发的一个重点。积极开拓面向企业的商用信息服务是积累资金促进信息服务业自我发展的主要途径。
V. Responsibilities and Obligations 15. Government Departments Currently in our country, government departments are the major owners and largest users of information resources. At the same time, because of its administrative functions, it will play a key role in the process of informatization. Government departments should continue to build and improve their own management information system, but also to overcome the problems such as the separation between departments, the repeated acquisition of information, and the inability to share information in a reasonable manner. Government information resources sharing can not be based on the market mechanism, only by the legal norms. It is imperative to establish and improve the laws and regulations on information sharing between government departments. It is necessary to actively unite, plan and establish an inter-departmental government information system. The government should actively support the construction of an information resource network and provide information services to enterprises and the general public for the society. 16. Enterprise enterprises are the main providers of microeconomic information and also the major consumers of commercial information. Enterprises to develop and make good use of internal information resources, truthfully to the community out of information. To actively cooperate with government departments to develop and utilize market information and accelerate the construction of the information market system. Business information required by the enterprise is a focus of current information resources development. Actively develop business-oriented business information service is the main way to accumulate funds to promote self-development of information service industry.
