公益性福利事业的卫生事业性质与我国的国情,决定了公费劳保医疗费用必须是国家、集体、个人三者的合理投入。由于国家财政与企业资金投入是有限的,而随着人口快速老龄化、疾病普变化和医学科学技术进步,医疗需求量是无限的,供需之间矛盾日益加剧,为了使医疗费用的增长速度与社会经济发展水平相适应,在公费劳保医疗经费管理中必须制定个人“最高限额”来控制个体,从而才可能遏制总费用的迅猛增长势头。
The nature of the public health welfare business’s health business and China’s national conditions have determined that public health insurance medical expenses must be a reasonable input of the state, collectives, and individuals. Since the state financial and corporate capital investment is limited, with the rapid aging of the population, changes in disease and medical science and technology, the medical demand is unlimited, the contradiction between supply and demand is intensifying, in order to increase the speed of medical expenses. The level of social and economic development is appropriate. In the management of publicly funded labor and medical expenses, individuals must establish a “maximum limit” to control individuals, so that it is possible to curb the rapid growth of the total cost.
