一、特区产业政策的一般考察 依据现行的经济体制,我国产业政策的含义可概括为:政府为加强和改善宏观调控,有效调整和优化产业结构,提高产业素质,促进国家经济持续、快速、健康发展所采取的各种经济政策。依此而论,特区产业政策的含义应该被概括为:国家或政府为优化特区经济发展过程,对特区产业及其结构的发展与调整所采取的各种经济政策。根据上述定义,我们可稍加区分,把那种为优化整个社会经济发展过程,有效调整和优化社会产业结构而制订或采取的经济政策,称作国家产业政策;而把国家或政府为优化特区经济发展过程,促使特区产业结构调整或升级所专门制订或采取的各项经济政策,称之为特区产业政策。特区产业政策与国家产业政策间的关系,是以区域产业结构与国家产业结构间一种局部与整体关系为基础的:特区产业政策是国家产业政策的一个有机组成部分,特区产业政策的制订和实施以服从国家产业政策为基本前提,充分体现国家产业政策的目的和要求;另一方面,特区产业政策又具有相对的独立性和完整性。这是特区产业政策与某类产业政策比如产业 I.
