随着我国经济的不断发展,能源短缺、资源匮乏、环境污染等问题越来越突出。发展生物能源替代传统能源,突破国民经济发展中的能源瓶颈是事关我国经济能否可持续发展的重大问题。近年来许多国家都在积极研究传统能源替代相关技术、大力发展相关产业,生物能源的研发将是未来30-50年科技发展的重中之重。生物能源研发作为国家级的重大科技攻关项目,是落实科学发展观、转变经济增长方式,保持我国国民经济持续健康快速发展的客观要求,在这方面公共财政大有可为。在农业、林业领域种植出国民经济所需要的原料和燃料,这不仅将彻底解决传统能源污染和能源短缺问题,也将对我国转变经济增长方式、统筹城乡经济社会发展、构建社会主义和谐社会起到重大作用。到那时,我们的头顶将是一片蓝天。
