在全球化时代,跨国的信息与知识共享已经被公认为是亟待解决的重要问题,因此致力于解决这一全球问题的跨国知识网络组织(TKNs)数量也在不断增加。知识和信息的交换是跨国知识网络的核心功能。文章首先对跨国知识网络组织的结构、目标进行了描述,并提出了一个简化的概念模型来说明这些网络组织的主要特征;接着回顾了有关电子政府的研究成果,认为跨国信息共享和知识转移应该列入到电子政府的研究领域;最后对研究成果进行总结并概述了未来进行实证研究的思路。
In the era of globalization, transnational information and knowledge sharing have been widely acknowledged as important issues to be solved urgently. Therefore, the number of transnational knowledge network organizations (TKNs) devoted to solving this global problem is also on the rise. The exchange of knowledge and information is the core function of a transnational knowledge network. The article first describes the structure and goal of transnational knowledge network organization and proposes a simplified conceptual model to illustrate the main features of these network organizations. Then it reviews the research results of e-government, and holds that cross-border information sharing and knowledge transfer should Included in the field of e-government research; the final summary of the research results and outlined the future of empirical research ideas.
