科学技术是第一生产力。进入21世纪以来,在经济全球化和全国大开放格局下,各个国家和地区的竞争也已由过去的要素差异化竞争转为环境优质化竞争。日前,广东省委公布未来5年发展的“八大行动计划”中,明确提出广东要实现从傍“资本大款”向傍“科技大款”转变,通过傍“科技大款”来促进广东省经济社会发展的转型升级。
