目前,我国粗放型经济增长方式不能从根本上转变的原因在于,旧体制的遗产仍然严重地存在,也就是说,我国尚未完全消除增长方式转变的体制性障碍。
At present, the reason why the extensive mode of economic growth in our country can not be fundamentally changed is that the legacy of the old system still exists in a serious way.
