分析了山东省水资源状况和节水灌溉现状，提出了大面积发展节水灌溉需解决的问题，如提高农民的认识，落实产业政策，加大投入力度，搞好运行管理机制，建立节水技术体系等一系列问题。
The status of water resources and water-saving irrigation in Shandong Province were analyzed, and some problems to be solved in large-scale development of water-saving irrigation were put forward, such as raising farmers’ awareness, implementing industrial policies, increasing investment, improving operation and management mechanism and establishing water saving Technical system and a series of questions.
