多年来,成人教育始终一定程度地存在规模与效益的逆向运动,其根本原因是成人教育的管理模式呆板、陈旧,与经济体制改革和科学发展不相适应。具体表现是:(1)办学管理与教学管理两层皮;(2)教育部门的管理与学员所在单位的管理两层皮。如何改变这种状况呢?笔者认为,应加强对成人教育的协调,加强有关方面的参与意识。大家知道,任何一种教育形式都必须按其培养目标的要求,在全面考查系统的特征及其外部条件的基础上,运用本身的规律、原则,结合现代化管理方法对其管理的全过程进行计划、组织、指挥和协调,以监督和控制教育质量,获得最佳效益。

The fundamental reason is that the management model of adult education is dull and obsolete and incompatible with the economic reform and scientific development.
