上海汽车厂谢彦宏、夏传蔚同志写的有关他们厂实行全面计划管理的体会,很值得各工厂企业领导一读。这个厂推行全面计划管理有两个特点:第一,把原有的单纯执行生产计划实施职能的生产计划科一分为二,分别建立经济计划和生产调度两个科,前者具有厂长智囊、参谋职能,它可依据工厂生产条件,制订近期的指今性计划和中远期生产发展计划;后者执行生产计划实施职能。这样,经济计划科就可以摆脱具体生产事务,高瞻远瞩,站在全厂生产发展趋的高度,考虑和拟订近期和远期的计划。第二,以获得最佳的经济效益为中心,把供应、生产(包括职工奖惩)、销售、财务都纳入全面计划管理,形成一个上下左右、纵横配合的保证网络,使生产计划和经济效益得到有效的实现。
