在这寿命成本最佳选配的时代,在利用有益环境现场数据方面有着一个坚实的基础。有大量正确地采集和分析现场数据以致有效地使一些昂贵的计划免遭重大困难的例子。各种类型的环境现场数据可以用于设备的初步设计阶段以及最后试验阶段。然而有充分的证据表明,真正有效地使用现场数据,还有待于进一步努力才能实现。对这一点来说,似乎有很多理由,比较重要的是:在很多方面对及时采集适当的环境数据的重要性的认识,看来还很不够。同时,那些实际进行数据采集和分析的工作人员所用的技术和方法,往往会有碍于利用他们的工作成果。因此,计划管理和环境数据采集人员的共同责任是采取必要的措施,使得有效的环境数据的利用能够获得潜在的效益。归根到底,看来主要应由环境数据采集人员采取必要的措施,使现场数据在技术上最有效益,而同时又使它在财务上更有活力(也就是说从逻辑上看是可行的)。在这方面有几件事情要注意,它们可以概括为设备、技术和交流。环境数据的采集在未来的军事和非军事采购业务中无疑将起重要的作用,而其价格的上升将主要取决于数据采集专业人员的努力。
In this age of optimal cost-of-life options, there is a solid foundation to harnessing profitable environmental field data. There are plenty of examples of correctly collecting and analyzing field data to effectively save some expensive plans from major difficulties. Various types of environmental site data can be used for the initial design phase of the equipment and the final pilot phase. However, there is sufficient evidence that the real and effective use of field data remains to be done until further efforts are made. There seem to be a lot of reasons for this, and more importantly, it is not enough in many ways to understand the importance of collecting appropriate environmental data in good time. At the same time, the techniques and methods used by those who actually conduct data collection and analysis often hampered the utilization of the results of their work. Therefore, the common responsibility of program management and environmental data collectors is to take the necessary steps to achieve the potential benefits of using validated environmental data. In the final analysis, it appears that the environmental data collectors, in the main, should take the necessary steps to make the field data technically most efficient while at the same time making it financially viable (that is, logically feasible) . There are a few things to note in this regard, which can be summarized as equipment, technology and communication. The collection of environmental data will undoubtedly play an important role in future military and non-military procurement operations and its price rise will largely depend on the efforts of data collection professionals.
