搞活国有企业,我国理论界提出了许多有益的看法,但对于中国国企改革发展到今天所面临的新的形势来说,关键是要解决以下三个问题:国有企业的产权能否做到清晰而有效的制度安排?能否真正做到政企分开?能否建立起有效的激励制度? “南国企”与“北国企”最大的不同是初始条件和改革进程的不同。“南国企”的外部环境和产业布局已相对趋于合理,产权制度和激励机制得到了比较好的解决,它的运作机理和所面临的问题同北国企有着本质上的差异,是目前对“北国企”采取制度改革和环境改造所期望达致的目标和形态。
