党的十六大报告指出:加强社会主义法制建设, 坚持有法可依、有法必依、执法必严、违法必究。适应 社会主义市场经济发展、社会全面进步和加入世贸 组织的新形势,加强立法工作,提高立法质量,到 2010年形成有中国特色社会主义法律体系。坚持法 律面前人人平等,加强对执法活动的监督,推进依法 行政,维护司法公正,提高执法水平,确保法律的严 格实施,维护法制的统一和尊严,防止和克服地方和 部门的保护主义,拓展和规范法律服务,积极开展法 律援助,加强法制宣传教育,提高全民法律素质,尤 其要增强公职人员的法制观念和依法办事能力。党 员和干部特别是领导干部要成为遵守宪法和法律的 模范。在新时期干部的法律素质与依法治国之间关 系密切,要加快我国依法治国的进程,必须提高干部 的法律素质。随着民主法制进程的加快,这一问题越 来越引起人们的重视。
