作者在调查研究基础上,分析了阳高县一直要求国家财政补贴的原因,提出摆脱补贴的措施有四条:(一)改革和完善财政体制,增强县级财政职能;(二)采取有效措施,积极发展工业生产;(三)继续深化农村经济体制改革,不断优化农村产业结构;(四)在整顿流通秩序、压缩行政经费、正确引导创收、厉行增产节约等方面采取配套的改革措施。
