This Paper focuses on the compensated utilization of resource assets such as wireless frequency. It supplies the methods of estimating value of resource assets based on the analysis of its characteristics. It also analyzes the compensated policy making and its affects on the Telecommunication Service Providers (TSP) performance gained by using resource assets. The results of the research indicate that the compensated utilization will promote the TSP to improve their economic efficiency, and aid to build a fairer competitive environment in Telecommunication Service Industry (TSI) in China.
