2003年1月1日施行的《政府采购法》使我国的政府采购活动有了法律依据。随着经济的发展,政府采购法在实施过程中存在诸多问题,迫切出台一部与之配套的行政法规。2015年1月30日《政府采购法实施条例》的出台,进一步促进政府采购的规范化、法制化,构建规范透明、公平竞争、监督到位、严格问责的政府采购工作机制。
The “Government Procurement Law” implemented on January 1, 2003 has given us legal basis for government procurement activities in our country. With the development of economy, there are many problems in the process of government procurement law, which urgently promulgates a set of administrative regulations. The promulgation of the Implementing Regulations of the Government Procurement Law on January 30, 2015 further promoted the standardization and legalization of government procurement and set up a government procurement mechanism that regulated transparency and fair competition, supervised and strictly implemented accountability.
