针对传统执法办案模式容易出现程序违法、滋生不廉洁现象,以及效率低下等问题,山东省郯城县林业局依托互联网,组织研究开发网上办案系统,实现林业行政案件网上指挥、网上运作、网上审批、网上管理,建立起快速高效、公平公正的现代化执法办案运行机制。自实行网上办案以来,共实现网上办理林业行政案件240余起、处罚违法人员300余人,未发生一起因办案程序不当引起的上访事件,林业执法规范化建设取得显著成效。
