人们认识到经济刺激对卫生保健的提供和费用有很大影响。但这并不意味着医生和医院主要以金钱报酬为动机。而意味着在开处方和接受卫生保健时资源的使用有很大的伸缩性,因此费用也有很大的伸缩性。今天,大多数卫生保健项目不受经济力量的影响,但经过适当安排,这些经济力量可能对买者和卖者都有益。在这篇短文中,我提出一种支付原则的协同系统,应用特别制定的刺激指标能控制诊断和治疗工作中的消费,并因此减少了费用又不降低医疗质量。
It is recognized that economic stimulus has a great influence on the provision and cost of health care. But this does not mean that doctors and hospitals are mainly motivated by monetary rewards. This means that there is a lot of flexibility in the use of resources when prescribing and receiving health care, so the cost is also very flexible. Today, most health care projects are not affected by economic forces, but with proper arrangements, these economic forces may be beneficial to both buyers and sellers. In this short essay, I propose a coordinated system of payment principles. The application of specially formulated stimuli can control the consumption in diagnosis and treatment work, and therefore reduce the cost without reducing the quality of medical care.
