张廷发是中国人民解放军高级将领,1955年被授予少将军衔,曾获三级八一勋章、二级独立自由勋章、一级解放勋章。1977年任中央军委常委。曾当选为党的十一届、十二届中央政治局委员。 1918年4月9日,张廷发出生于沙县夏茂镇。1933年参加中国工农红军,同年参加中国共产主义青年团,1936年转入中国共产党。土地革命战争时期,任红五军团第十三师排长、团通讯主任,参加了长征。抗日战争时期,任八路军一二九师三八六旅参谋,东进纵队通信科长、作战科长,三八五旅轮训队队长、作战股长。1941年任一二九师作战科长,在刘伯承、邓小平直接领导下工作。1943年任太行军区司令部参谋处长,1944年任太行七分区司令员,率部参加邯郸战役。解放战争时期,任晋冀鲁豫第六纵队参谋长,晋冀鲁豫野战军司令部参谋处长,参与拟制刘邓大军出击陇海、定陶等战役计划,组织多项战斗保障和司令部勤务工作。 解放战争期间,最能展现张廷发军事指挥才干
