随着互联网的快速发展,国内网民队伍的不断壮大,网络应用的不断拓展,网络使用率迅速提升,网络社会已经形成。据中国互联网络信息中心于2012年7月所发布的第30次“中国互联网络发展状况统计报告”显示,截至2012年6月底,中国网民数量达到5.38亿,互联网普及率为39.9%。网络媒体的影响力快速提升,越来越多的人通过网络表达自己的心声。网络为网民参政、议政以及政府了解社情民意,提供了一个开放的公共平台,构建了网民与政府沟通的高速通道,网络逐步成为当下信息传播中最具影响力的现代媒体。
