经过1998、1999两年的工作,我院知识创新工程试点工作第一阶段(启动阶段)中进行试点的单位已全面起动。2000年,院知识创新工程试点工作的重点之一是建立科学规范的评估体系,实行公正、公开的评价制度,对进入知识创新工程试点的各法人单位进行年度评估和阶段评估。为此特提出以下指导意见。一、提高对评价工作重要性的认识中国科学院的知识创新工程是国家创新体系的重要组成部分,承担着完成国家科技、经济、社会发展中战略性、前瞻性、基础性科技创新目标的国家使命。这类高层次、高要求的科技创新工作一方面要在国家目标引导下扩大各试点单位的自主权,为科技人员创造一个良好的工作环境;另一方面必须对其创新活动的状态、创新目标的实现情况和创新绩效进行评价,以保证知识创新工程最终目标的实现。对国家科研机构实行定期评价制度,也是国际上(特别是科技发达国家)的普遍做法。

The regular evaluation system for national research institutes is also a common practice in the international community (especially in developed countries with science and technology).
