党的十八届三中全会对新时期全面深化国有企业改革作出了总体部署,在力度和深度上都打开了一个全新的局面。3年来,在国务院国有企业改革领导小组的直接领导下,顶层设计开局、试点突破先行、全面落地铺开,国有企业改革有序有力推进,改革顶层设计基本完成,改革重大举措陆续实施,改革实际成效不断显现,为推动供给侧结构性改革、推进经济持续健康发展作出了重要贡献。
