计划免疫工作已在我国各地广泛开展并取得了显著成效，但在全国亿万人次的预防接种中，出现了各种“异常反应”，除少数确属异常反应外，大多则是群体意病或预防接种偶合其它疾病，这给计划免疫工作带来了不良的影响。1998年4月间日，河南省卫生防疫站接到三门峡市站电话报告：
Planned immunization work has been widely carried out in various parts of China and achieved remarkable results. However, there have been various “abnormal reactions” in the vaccination of hundreds of millions of people in the country. Most of them are group sick or Vaccinations coupled with other diseases have had a detrimental effect on planned immunization. 1998 April day, Henan Province, Sanitation and Epidemic Prevention Station received a phone report Sanmenxia City:
