根据当前我国学者对图书馆联盟的调研分析,图书馆联盟的运行机制仍然是当前需要解决的首要问题。运行机制的设计需按照并遵循图书馆联盟内部机理与发展过程而进行设计。从系统科学的角度来看,图书馆联盟的运行机制主要受内部因素与外部因素的影响。其发展过程可划分为适应性阶段与自我调控阶段,成熟有效的运行机制可以将系统内外部环境中的有效信息通过信息传导路径迅速传递,在系统的组织协调下实现图书馆联盟效益的创造。由此图书馆联盟的运行机制主要应该包括:管理机制、动力机制、激励机制、信任机制、供求机制与协调机制。各机制协调运行,当外部因素干扰时,可以迅速做出反应并及时调整内部运行,由此达到一种动态平衡,促进联盟可持续发展。
