一九六九年间,正当我省大型电灌工程——景泰一条山第一期工程着手筹建之际,省内水利水电设计、工程部门和学校不少同志持有一种议论:鉴于电灌工程正处黑山峡库区,今后兴建黑山峡(或大柳树)水库,势将淹没一级泵站工程。因此建议电灌工程与水电站建设统一规划,同时进行,综合解决。限于当时情势,黑山峡工程未能上马,电灌工程动工兴建。现已发挥效益多年。灌溉面积三十万亩,装机6.4万千瓦,装泵
