近年来,全省企业改革取得了重要进展,开始出现以资本营运为特色,从整体上搞活国有经济的趋势。要因势利导,把全省企业改革推向一个新阶段。一、进一步解放思想,明确企业改革的总体思路和目标我省同全国一样,正处在向第三步战略目标迈进的关键时期,需要解决好建立社会主义市场经济体制、保持国民经济持续快速健康发展两个关键问题;经济发展处在结构优化升级、体制全面转换的重要阶段。必须抓好深化企业改革这个中心环节,特别是突破国有企业改革这个难点。国有企业改革要实现由产品经营向资本营运转变,由单个搞活企业向整体搞活企业转变,由企业结构的适应性调整向战略性调整转变,寻求新的重大突破。为此,要推动新一轮思想解放,彻底破除“姓社姓资”的思想束缚,努力寻找能够极大促进生产力发展的公有制实现形式;下决心打破条块分割的利益格局,实现生产要素的优化合理配置;摒弃各种传统的思
