国际语音协会于1989年8月在德国的基尔举行会议,修改国际音标(IPA)_c。这次会议的主要成果是本文所附的新版(1989)年国际音标图和在国际语音协会会刊上发表的“1989年基尔会议报告”。本文的目的不是要争辩说这张新图哪些方面好,哪些方面不好。出席基尔会议所有的人都很清楚,这不是尽可能好的图,但同样也清楚:我们不能就如何加以改进取得一致意见。有关我个人对于这个新的音标图存在的不足及其将来可以怎样修改的看法,我将另文
The International Association of Speech held a meeting in Kiel, Germany, in August 1989 to amend the International Phonetic Alphabet (IPA) _c. The main achievements of this meeting are the new edition of the International Phonetic Alphabet (1989), attached herewith and the 1989 Kiel Conference Report, published in the International Association of Phonological Proceedings. The purpose of this article is not to argue which aspects of this new diagram are good and which ones are not. It is clear to everyone who attends the Kiel meeting that this is not the best picture available, but it is also clear that we can not agree on how to improve it.
