在整个对外开放的格局中,深圳经济特区一直作为能最敏感地反映出我国对外开放状况的晴雨表而为世人瞩目。同时,与其发展相伴而生的种种议论也引起人们的关注。其中,“深圳特区是赚内地的钱发展起来的。”就是较为流行的一种议论。 这种议论产生于经济特区发展初期。当时,确有某些人利用国家给予特区的优惠政策,利用国内外两种市场上某些商品的价格落差,内销产品,获得“效益”。尽管实践证明这种现象并没有成为深圳发展的主流,而且也很快得到纠正,然而时至今日,人们认识上的阴影却没有完全消除。在特区经济稳步增长,并在国民经济中起着越来越重要作用的今天,扭转这种失之偏颇的认识十分必要。 Throughout the pattern of opening up to the outside world, the Shenzhen Special Economic Zone has been attracting worldwide attention as a barometer that can most sensitively reflect the opening up of our country.
