中国移动通信发展的20年,也是移动监管从无到有、从摸索规律到日趋完善的20年。中国移动通信走过了不平凡的20年,而对于移动通信的监管,也经历了从无到有、从跟随模仿到自主创新的过程。回首移动通信20年的发展历程,信息产业部电信研究院通信政策与管理研究所法律与监管研究部主任何霞认为,我国对移动通信的监管同移动通信市场的发展是相互同步的。
